Why is it that police give ignorant people (such as this 'little' guy) all sorts of breaks, before they taser the hell out of some people. Yet, when it comes to black folks, Latinos or native Americans, it becomes a quick and easy option? Beat em,' Tase em' and/or kill em'

There is an interesting history of electric shock in this country, why did this guy get a break? Should he have been tased earlier or just arrested him for exposing himself, and call it a day?
