The president of the United States is understood to be the Commander and Chief.

The president has the last word, like or not, take it or leave it kind of power.

Hillary Clinton will definitely be the chief white woman in this country if she wins.

As for now, whenever a candidate is running for office he or she is not introduced to the crowd as a "presidential Hopeful"

They are introduced as "Ladies and Gentleman introducing the next president and commander in chief, Barack Obama!"

In Hillary's case it is: "Ladies and Gentleman introducing the next president and commander in chief Hillary Clinton!"

If Obama wins he will be called, "Mr. First black president" If Hillary wins she will be called "The chief white woman in the Unites States of America."

To answer your question as to "who say's" that Hillary's "The chief white woman in the Unites States of America." still remains to be seen, but the answer my friend is blowing in the November wind.
