As she has noted on her blog, Anderson@Large the Iowa caucuses are less than five weeks away. So, there will be no getting away from the Democratic presidential candidates, who will be debating from sunup to sundown on Saturday.

First up, the Heartland Presidential Forum in Des Moines, which will feature John Edwards, Hillary Clinton, Barack Obama, Chris Dodd and Dennis Kucinich and 5,000 BFF (DUMP JAN 04 08). The forum will be moderated by TV One’s Cathy Hughes (disclosure: TV One links to my blog).

It will be all the way live when the candidates square off at the sixth Iowa Brown & Black Presidential Forum, “the nation’s only presidential forum in which all candidates have the opportunity to answer essential concerns of African-Americans and Latinos.” More HERE

A country that employs torture as an instrument of national policy should be expected to do the same on the local law enforcement level. The reverse is also true. The United States, with its long legacy of subjecting society’s “Others” to systemic violence, now elevates pain to a kind of universal principle, spreading torture and “rendition” as institutionalized components of its global offensive. Now the domestic legacy and foreign policy combine to trickle down upon previously immune white citizens, in the form of Taser-torture. Tasers, once defended as life-saving alternatives to police use of deadly force, have become weapons of arbitrary, sadistic choice. The circle of pain is complete.

I just don't get it. Why is Hillary Clinton the top choice of African American Women over Barack Obama?

Are black women seeing something black men are not seeing? Is Obama not speaking to black concerns? Is because he has a weak strategy to fight poverty? Or is it because Obama is considered too inexperienced or weak in international affairs? Hillary Clinton's lead over Sen. Barack Obama, her chief rival for the Democratic presidential nomination, is growing among African-American voters who are registered Democrats, and particularly among black women, a poll said Wednesday. Is Hillary smirking black America? Should we give the brotha a break?
America has given George W. Bush a break for 2 terms. But if we give him a break and he slips up, that could mean another 4-8 years of Republican rule. What do you think?

OK, so I live 30 Minutes away from the nations capitol. So I'm listening to some grim statsics on the radio. No its not stats on how many people are over wieght, or how many kids are dropping out of school, no its not how many black people are being tortured by police through high tech lynching by Laser Guns, no this is a report released just days before World AIDS day. It's a report about the health of one black community. The Black community of Washington, D.C. The Capitol of the United states

In the new report by the government of Washington, D.C., offered some grim statistics. One in 50 people in the nation's capital has AIDS. One in 20 is infected with HIV, the virus that causes AIDS. The city has the highest HIV infection rate in the nation. City officials are calling it a "modern epidemic."

According to the annual report, 12,428 people reported living with HIV and AIDS in Washington, a city of just under 600,000. The rate of new cases is higher than in cities like New York, Chicago and Detroit.

African Americans constitute 57 percent of the population in Washington, yet 80 percent of those infected are black.

AAPP: Yes, Washington, DC has been gentrified, black folks have been pushed out. It is no longer CC Chocolate City.

Shannon Hader heads the District of Columbia HIV/AIDS Administration, the government agency that published the report. She says the data reveals a complex epidemic involving a diverse range of risk groups. "We have about a third of the infections being transmitted heterosexually, a little less than a third being transmitted among men who have sex with men and probably about 20 percent being transmitted through injection drug use."

Among people who have become infected most recently, heterosexual transmission leads all other risk categories. According to the D.C. report, two-thirds of the newly reported HIV/AIDS cases are among people ages 30 to 49.

Hader says the report gives public health officials a road map that can help them focus the city's response to the epidemic. "They really help us prioritize."

Hader says the report also helps public health officials estimate what services they will need in the future, which, he adds, "actually is a higher volume of services than we have now if we really want to cover this epidemic and do it well."

Hader has a $95 million-budget to do the job, which includes stepping up AIDS awareness and quick HIV-testing programs, and distributing millions of free condoms throughout the city. Over the next several years, Hader expects these and other initiatives will reduce dramatically the rate of new HIV infections, and help Washington, D.C. turn the tide of its AIDS epidemic.

AAPP: AIDS is a big problem in the Nations capitol. And look at how much money is being spent on this problem. $95 million? That's it folks. We spend a billion a day in Iraq for war. What is the Congressional Black Caucus saying or doing? What is the National Association for the "advancement" of Colored People (NAACP) Doing? Jesse, Al, Julian? Enough said!

The driver who died on Tuesday after police used a Taser gun on him during efforts to take him into custody had an arrest history 14 pages long and the passenger told investigators that the two had used cocaine and marijuana and been drinking alcohol in the hours before the incident, police said on Wednesday.Police have identified the man who died as 35-year-old Conrad Lowman. He was the second man in three days to die after being shocked by a Taser gun during an altercation with a Jacksonville officer.Officers responding to a report of a hit-and-run crash in the 200 block of East 5th Street at 1:30 p.m. Tuesday found Lowman fighting with the man who turned out to be his passenger, Abdul Taylor. Black Woman - Tasered While Black. - holding her child and pregnant

November 29, 2007 TROTWOOD, Ohio -- The FBI is investigating after a Trotwood police officer used a Taser on a pregnant woman. Trotwood Public Safety Director Michael Etter said the incident happened on Nov. 18. He said the woman arrived at the police department asking to give up custody of her 1-year-old son. Etter said an officer spoke with the woman as she held onto the child outside the police department. "(He) attempted to obtain information on both the mother and the child, at which time the mother refused to give any information and became very agitated," Etter said. Surveillance video from the police department shows the woman trying to leave with the child. The officer then grabs her coat in an effort to get her to stop.
Etter said the officer was doing what he thought was in the best interest of the boy.
The video shows the woman struggling with the officer, who then takes the child from her and gives the boy to another officer. The first officer then forces the woman down on her stomach, and he then uses a Taser on her neck. Etter said the officer did not know the woman was pregnant.

"She did not disclose, even after she was arrested, that she was pregnant," Etter said. He said the woman was wearing a large winter coat and had her child on her lap when she was talking to the officer. Etter said the department is cooperating with the FBI investigation, and there is also an ongoing internal investigation to see if the use of force was warranted for the situation.

Etter said the officer involved is still on duty. Trotwood's policy on use of force states that officers should "greatly evaluate each situation with discretion when anticipating the deployment of the Taser on young children, elderly persons and pregnant females."

The woman involved in the case declined to make a statement, saying only that she feels "unjustly served," the television station reported. Officers said the 1-year-old boy was put into the custody of a family member after the incident.

Barack Obama has been a lifelong advocate for the poor -- as a young college graduate, he rejected the high salaries of corporate America and moved to the South Side of Chicago to work as a community organizer. As an organizer, Obama worked with churches, Chicago residents and local government to set up job training programs for the unemployed and after-school programs for kids.

Blah, blah, blah, blah, blah, blah,

Obama later took these experiences to the Illinois State Senate and the United States Senate, where he has been a consistent proponent of expanding the Earned Income Tax Credit (EITC), increasing the minimum wage, ensuring that low-income students have access to the best and brightest teachers, lowering the costs of college education, and helping Americans purchase their own homes without relying on predatory mortgage lenders. As president, Barack Obama will continue to fight for meaningful opportunities for low-income Americans to join the middle class.

JOBS

Expand Transitional Jobs and Career Pathways Programs: Barack Obama believes that all Americans who want to work should not only be able to gain meaningful employment, but should also be able to move up the career ladder to further support their families. Obama will invest $1 billion over five years in transitional jobs and career pathways programs that implement proven methods of helping low-income Americans succeed in the workforce. This investment will be coupled with other measures to incentivize the private sector, as well as state and local governments, to increase their support of these effective employment programs.

Transitional Jobs: Obama will create a transitional jobs program to place people with extreme difficulties getting and keeping good jobs into temporary, subsidized wage-paying jobs to gain necessary job skills before applying for unsubsidized jobs in the private and public sectors. The Obama transitional jobs program will also offer mentoring and social services designed to address work-blocking problems, such as personal and family conflicts. By gaining valuable work experience, training and counseling, participants in the transitional jobs program will prepare to apply and successfully obtain employment in the regular job market.

Career Pathways: Workers without a high-school degree are nearly 30 percent less likely to move out of a low-wage job than their more educated peers. In addition to helping people enter the job market, Obama will also help people move up the career ladder by providing funding for bridge and career pathways programs that partner the federal government with employers, organized labor and community-based organizations to identify job opportunities, develop customized training and apprentice programs, and help place low-income employees in better jobs.

AAPP: What agency of the federal government will run this program? The Department of Labor? Will the money to run the program be contracted out, with a majority of the resources going to federal contractor salaries, and little or no real resources going to state, local governments and the real foot soldiers, community groups, faith based organizations, and community action agencies? Where is the beef?

Ensure Freedom to Unionize: Barack Obama believes that workers should have the freedom to choose whether to join a union without harassment or intimidation from their employers. Although an estimated 60 million Americans would join a union if given the opportunity, companies too often deny workers the opportunity to organize and improve their lives. Obama cosponsored and is strong advocate for the Employee Free Choice Act, a bipartisan effort to assure that workers can exercise their right to organize and secure initial agreements with their employers. The act requires employers to recognize a union if the National Labor Relations Board (NLRB) finds that a majority of employees have signed cards designating the union as its bargaining representative (a "card check"), mandates arbitration if negotiations over a first contract stall, and imposes penalties on employers that illegally coerce workers not to join unions. As president, Obama will continue to work for EFCA's passage and sign it into law.

Help Youth Connect with Growing Job Sectors: Barack Obama will create the 5-E (Energy Efficiency, Environmental Education and Employment) Disconnected Youth Service Corps. This program would directly engage disconnected and disadvantaged youth in energy efficiency and environmental service opportunities to strengthen their communities while also providing them with practical skills and experience in important career fields of expected high-growth employment. The program would engage private sector employers and unions to provide apprenticeship opportunities. The program also encourages summer high school students to stay in school, and provides GED help and other wrap-around social services for drop-outs.

AAPP: What agency of the federal government will run this program? The Department of Labor? The Department of Energy? The Education? Again, will the money to run the program be contracted out, with a majority of the resources going to federal contractor salaries, and little or no real resources going to state, local governments and the real foot soldiers, community groups, faith based organizations, and community action agencies? Where is the beef? Where is the money going to come from, what will be the cost to the American people? For what period of time? Seems like a half baked plan to me.

Improve Transportation Access to Jobs: Three quarters of welfare recipients live in areas that are poorly served by public transportation and low-income workers spend up to 36 percent of their incomes on transportation. As president, Barack Obama will work to eliminate transportation disparities. Obama will double the federal Jobs Access and Reverse Commute program to ensure that additional federal public transportation dollars flow to the highest-need communities and that urban planning initiatives take this aspect of transportation policy into account.

AAPP: Another half baked program. It appears that no focus groups were established by Obama’s team, to ask welfare TANF recipients or services providers what type of transportation strategies can and would work in various communities. Another half baked statement. No real beef. Where is the real strategy or plan to help those below the poverty level and the working poor to gain transportation services or a hoopdy car, to get to and from work?

Increase Access to Capital in Underserved Communities: Access to capital is critically important to the development of businesses. Yet there has been a growing gap between the amounts of venture capital and access to business loans available to minority-owned small businesses compared to other small businesses. Less than 1 percent of the $250 billion in venture capital dollars invested annually nationwide has been directed to the country's 4.4 million minority business owners. A recent study found that minority business owners, even if they have the same characteristics as other business owners, are significantly denied credit more frequently and required to pay higher interest rates than white applicants. To compound this problem, in recent years there has been a significant decline in the share of Small Business Investment Company financings that have gone to minority-owned and women-owned businesses. In order to increase their size, capacity, and ability to do business with the federal government and to compete in the open market, minority firms need greater access to venture capital investment, as well as greater access to business loans. Barack Obama will strengthen Small Business Administration programs that provide capital to minority-owned businesses, support outreach programs that help minority business owners apply for loans, and work to encourage the growth and capacity of minority firms.

AAPP More half baked crap from Obama or an Obama staffer. The biggest challenge/problem for low income people is bad credit, poor credit or no credit. In order to obtain 8a or other federal small business certifications black folks need goof credit. Without good credit, no 8a or hub zone certification or SBA supported loans. It’s as basic as that. He does not address how he we fix that issue. This is another half baked Obama plan lacking specifics.

Create a National Network of Public-Private Business Incubators: Barack Obama will support entrepreneurship and spur job growth by creating a national network of public-private business incubators. Business incubators facilitate the critical work of entrepreneurs in creating start-up companies. They offer help designing business plans, provide physical space, identify and address problems affecting small businesses, and give advice on a wide range of business practices. Business incubators will engage the expertise and resources of local institutions of higher education and successful private sector businesses to help ensure that small businesses have both a strong plan and the resources for long-term success. Obama will invest $250 million per year to increase the number and size of incubators in disadvantaged communities throughout the country.

AAPP: Great Project - yet, nothing new. 250 million dollars per year to support business incubators is a drop in the bucket. We spend billions to support Iraq business, and Obama can only come up with 250 million. Again, will the money to run the program be contracted out, with a majority of the resources going to federal contractor salaries, and little or no real resources going to state, local governments and the real foot soldiers, community groups, faith based organizations, and community action agencies

Promote Digital Inclusion: Getting broadband Internet access into every home and business in urban America at an affordable rate will spur economic development and give more low-income resident access to the 21st century digital economy. As president, Barack Obama will reform the Telephone Universal Service Program, direct the FCC to better manage the nation's airwaves, and encourage public-private partnership to get more low-income communities connected

AAPP: No specific plan on how this will occur. No time frame, no specifics, just broad stroke. Getting broadband Internet access into every home and business in urban America at an affordable rate. What is an affordable rate for seniors on fixed income and for those under the poverty level Mr. Obama? What is the real approach to making it happen, limiting the digital divide. Who will run the programs? Is this what you call a plan?

Reduce Crime Recidivism by Providing Ex-Offender Supports: America is facing an incarceration and post-incarceration crisis in urban communities. Today, nearly 2 million children have a parent in a correctional facility. In the U.S. Senate, Obama has worked to provide job training, substance abuse and mental health counseling, and employment opportunities to ex-offenders. In addition to signing these important programs into law, Obama will create a prison-to-work incentive program, modeled on the successful Welfare-to-Work Partnership to create ties with employers and third-party agencies that provide training and support services to ex-offenders, and to improve ex-offender employment and job retention rates. Obama will also work to reform correctional systems to break down barriers for ex-offenders to find employment.

AAPP: this is the Obama plan to Reduce Crime Recidivism by Providing Ex-Offender Supports. You got to be kidding me! No real details, no strategy, no approach, some stated outcomes, but no real plan on how it would work.

INCOME

Expand the Earned Income Tax Credit: In both the Illinois State Senate and the U.S. Senate, Obama has championed efforts to expand the Earned Income Tax Credit (EITC), which is one of the most successful anti-poverty programs to date. As president, Obama will reward work by increasing the number of working parents eligible for EITC benefits, increasing the benefit available to parents who support their children through child support payments and reducing the EITC marriage penalty which hurts low-income families. Under the Obama plan, full-time workers making the minimum wage would get an EITC benefit up to $555, more than three times greater than the $175 benefit they get today. If the workers are responsibly supporting their children on child support, the Obama plan would give those workers a benefit of $1,110. Obama would also increase the EITC benefit for those families most likely to be in poverty -- families with three or more children.

AAPP: People who are below the poverty level get all there taxes back. People who get $4,000 a year could care less about Obama’s Stupid earned Income tax credit strategy to address poverty. It makes no difference to those below the poverty level women heads of household

Raise the Minimum Wage: Barack Obama believes that people who work full time should not live in poverty. Before the Democrats took back Congress, the minimum wage had not changed in 10 years. Even though the minimum wage will rise to $7.25 an hour by 2009, the minimum wage's real purchasing power will still be below what it was in 1968. As president, Obama would further raise the minimum wage, index it to inflation and increase the EITC to make sure that full-time workers can earn a living wage that allows them to raise their families out of poverty and pay for basic needs such as food, transportation, and housing -- things so many people take for granted.

AAPP: Wow! $7.25 per hour. Great plan to move the working poor to sustainable wages Obama.

Support Low-Income Families: The Child Tax Credit allows parents to receive $1,000 per child and has been an important financial resource for working families. Unfortunately, the credit is skewed such that many families who need it the most cannot get it. Because of high income limits that are indexed to inflation, parents who work full time at the minimum wage are not eligible for the credit. As a result, nearly 17 million low-income children get less than the full credit. Barack Obama worked with Senator Olympia Snowe (R-ME) to introduce legislation lowering the income limit so that 600,000 more families can benefit from the credit.

AAPP: another tax credit. That is the obama Plan to end poverty. You got to be kidding me!

FAMILIES

Promote Responsible Fatherhood: Since 1960, the number of American children without fathers in their lives has quadrupled, from 6 million to more than 24 million. Children without fathers in their lives are 5 times more likely to live in poverty and commit crime, 9 times more likely to drop out of school, and 20 times more likely to end up in prison. Barack Obama has re-introduced the Responsible Fatherhood and Healthy Families Act to remove some of the government penalties on married families, crack down on men avoiding child support payments, and ensure that payments go to families instead of state bureaucracies. The legislation would also fund support services for fathers and their families, including domestic violence prevention efforts. As President, he will sign this bill into law and continue to implement innovative measures to strengthen families.

AAPP: great Idea, something new and innovative - Promote Responsible Fatherhood: As President, he will sign this bill into law and continue to implement innovative measures to strengthen families. That the plan? Come on!

Support Parents with Young Children: Barack Obama would expand the highly successful Nurse-Family Partnership to all low-income, first-time mothers. The Nurse-Family Partnership provides home visits by trained registered nurses to low-income expectant mothers and their families. The trained nurses use proven methods to help improve the mental and physical health of the family by providing counseling on substance abuse, creating and achieving personal goals, and effective methods of nurturing children. Proven benefits of these types of programs include improved women's prenatal health, a reduction in childhood injuries, fewer unintended pregnancies, increased father involvement and women's employment, reduced use of welfare and food stamps, and increased children's school readiness. Researchers at the Federal Reserve Bank of Minneapolis concluded that these programs produced an average of five dollars in savings for every dollar invested and produced more than $28,000 in net savings for every high-risk family enrolled in the program. The Obama plan would assist approximately 570,000 first-time mothers each year.

AAPP: Great Ideas not fleshed out enough. The Obama staff are getting paid to think. But not doing a great job.

Expand Paid Medical Leave: Today, three-out-of-four low-wage workers have no paid sick leave. It is fundamentally unfair that a parent playing by the rules can get fired or lose wages because their child gets sick. Barack Obama supports efforts to guarantee workers seven days of paid sick leave per year, a proposal that will not impose an onerous burden on employers.

AAP: that’s it? Great plan right!

EDUCATION

Increase Funding for Head Start: Research shows that many poor and minority children do not enter kindergarten ready to learn. Black children start school substantially behind white children in reading and math, and these early achievement gaps expand throughout elementary school. Barack Obama supports increasing funding for the Head Start program to provide low-income preschool children with critically important learning skills, and supports the necessary role of parental involvement in the success of Head Start.

AAPP: Who does not support head start? Will the kids receive food before they get to school?

Place High-Quality Teachers in Low-Income Classrooms: Some studies have indicated that the most important factor in a child's education is the quality of their teacher. Barack Obama introduced a plan to support school districts that try new methods to improve student achievement and reward high-quality teachers and school leaders. Under his initiative, 20 districts across the country will get grants to develop innovative plans in consultation with their teacher unions. High-performing teachers, and those who take on new responsibilities, such as working at struggling schools and mentoring new teachers, will be eligible for pay increases beyond their base salary. These innovation districts will show results that can be replicated in other school districts.

AAPP: 20 districts around the country will get support from the federal government to Place High-Quality Teachers in Low-Income Classrooms. I guess Obama has no plan for the rest of America?

Extend Summer School Opportunities to Low-Income Students: Students lose an average of two months or more worth of math facts and skills during the summer, with the largest learning loss affecting children who live in poverty, suffer from learning disabilities, or do not speak English at home. Barack Obama's "STEP UP" plan addresses the achievement gaps among grade-school children by supporting summer learning opportunities for disadvantaged children through partnerships between local schools and community organizations.

AAPP: That’s it? A step Up Plan? That’s it. That’s how we address the challenges of America’s Urban Youth. A step up program?

Make College More Affordable: College tuition rates are rising almost 10 percent a year. These surging tuitions priced over 200,000 students out of college altogether in 2004. Two decades ago, the Pell maximum grant covered 55 percent of costs at a public four-year college, compared with only 32 percent today. The very first bill Barack Obama introduced in the U.S. Senate was a bill to help make college more affordable by increasing the maximum Pell Grant amount to $5,100. Barack Obama will also eliminate wasteful subsidies to private banks under the federal student loan program. Reforming this program will save taxpayers billions of dollars each year -- money that Obama will direct to fund need-based grants, such as the Pell Grant.

AAPP: A black mother living under the poverty level? What’s your plan Obama to Make College More Affordable?

HOUSING

Create an Affordable Housing Trust Fund: In too many communities, low-income families are priced out of the housing market. Between 1993 and 2003, the number of units of affordable to low-income households fell by 1.2 million. Barack Obama believes we should create an Affordable Housing Trust Fund to develop affordable housing in mixed-income neighborhoods. The Affordable Housing Trust Fund would use a small percentage of the profits of two government-sponsored housing agencies, Fannie Mae and Freddie Mac, to create up to 14,000 new units of affordable housing every year

AAPP: That’s it. That’s your plan to create affordable housing opportunities? That’s your plan on managing the HUD multi billion dollar budget. That’s your strategic plan? Sounds like black folks will continue to be gentrified out of America’s cities.

Combat Mortgage Fraud and Subprime Loans: There is a growing epidemic of mortgage fraud crimes in which sophisticated scam artists cheat homeowners out of their mortgages. Some have estimated that more than 2 million homeowners with subprime mortgages are at risk of losing their homes. Barack Obama believes we must establish stiff penalties to deter fraud and protect consumers against abusive lending practices. Obama introduced the STOP FRAUD Act, which would increase funding for federal law enforcement programs, create new criminal penalties for mortgage professionals found guilty of fraud, and require industry insiders to report suspicious activity. In March 2007, Obama urged Federal Reserve Chairman Ben Bernanke and Treasury Secretary Henry Paulson to bring together lenders, consumer advocates, federal regulators and housing agencies for a summit meeting on preserving home ownership. The bill also provides counseling to homeowners and tenants to avoid foreclosures. As president, Obama will continue to fight to ensure more Americans can achieve and protect the dream of home ownership.

Create Fund to Help Homeowners Avoid Foreclosures: In addition to taking important steps to prevent mortgage fraud from occurring in the future, Barack Obama will establish policies to help Americans currently facing foreclosure through no fault of their own. For instance, in communities where there are many foreclosures property values of innocent homeowners are often also negatively impacted, driving them toward foreclosure, too. Obama will create a fund to help people refinance their mortgages and provide comprehensive supports to innocent homeowners. The fund will also assist individuals who purchased homes that are simply too expensive for their income levels by helping to sell their homes. The fund will help offset costs of selling a home, including helping low-income borrowers get additional time and support to pay back any losses from the sale of their home and waiving certain federal, state and local income taxes that result from an individual selling their home to avoid foreclosure. These steps will ensure that individuals who have to sell their homes will be able to quickly regain stable financial footing. The fund will be partially paid for by Obama's increased penalties on lenders who acted irresponsibly and committed fraud.

AAPP: homeowners facing foreclosure should feel real safe now.


Fully Fund the Community Development Block Grant: The Community Development Block Grant (CDBG) program is an important program that helps strengthen cities and towns throughout the nation by providing housing and creating jobs primarily for low- and moderate-income people. The Bush Administration has consistently attempted to cut funding for CDBG, including by $1.2 billion next year and $6.9 billion over the next five years. Barack Obama has fought against these cuts, and as president, he will restore funding for the CDBG program.

AAPP: the states and municipalities should feel great about this. Local non profits, social service providers, and faith based organizations may not be so happy. There is no mention about a need to reform the CDBG program to insure the dollars get to the people who would be served rather than federal, state, municipal, and state payrolls. Obviously, Obama and his writers are disconnected with urban planning issues, and have no idea about what works -what is broken and needs to be fixed.

HEALTH CARE

Provide Universal Health Care and Lower Health Costs: Barack Obama is committed to signing universal health legislation that ensures all Americans have high-quality, affordable health care coverage by the end of his first term in office. His plan will save a typical American family up to $2,500 every year on medical expenditures by providing affordable, comprehensive and portable health coverage for every American; modernizing the U.S. health care system to contain spiraling health care costs and improve the quality of patient care; and promoting prevention and strengthening public health to prevent disease and protect against natural and man-made disasters.

Fight Health Disparities: Barack Obama cosponsored the Minority Health Improvement and Health Disparity Elimination Act to better understand the root causes of health disparities and to start addressing them. The bill puts new emphasis on disparity research by directing the Department of Health and Human Services to collect and report health care data by race and ethnicity, as well as geographic and socioeconomic status and level of health literacy. The legislation outlines mechanisms to conduct educational outreach, increase diversity among health care professionals, and improve the delivery of health care to minorities and other under served groups.

Foster Healthy Communities:
How a community is designed -- including the layout of its roads, buildings and parks -- has a huge impact on the health of its residents. For instance, nearly one-third of Americans live in neighborhoods without sidewalks and less than half of our country's children have a playground within walking distance of their homes. This lack of a safe place to walk and play is a major contributor to the growing numbers of overweight children. Barack Obama introduced the Healthy Places Act to help local governments assess the health impact of new policies and projects, like highways or shopping centers. Once the health impact is determined, the bill gives grant funding and technical assistance to help address potential health problems.

TACKLE CONCENTRATED URBAN POVERTY

Create a White House Office on Urban Policy: The Obama White House will take the federal government's role in supporting urban America seriously. Today, government programs aimed at strengthening metropolitan areas are spread across the federal government -- including the Department of Housing and Urban Development, Department of Transportation, Department of Labor and Department of Commerce -- with insufficient coordination or strategy. Barack Obama will create a White House Office of Urban Policy to develop a strategy for metropolitan America and to ensure that all federal dollars targeted to urban areas are effectively spent on the highest-impact programs. The Director of Urban Policy will report directly to the president and coordinate all federal urban programs.

Ensure Community-Based Investment Resources in Every Urban Community: The United States has made a strong commitment to furthering economic development in poor regions around the globe through the World Bank, yet it makes no similar centralized and coordinated commitment to poor communities in the U.S. Barack Obama will task his new Director of Urban Policy to work across federal agencies and with community and business leaders to identify and address the unique economic development barriers of every major metropolitan area in the country. Obama will provide additional resources to the federal Community Development Financial Institution Fund, the Small Business Administration and other federal agencies, especially to their local branch offices, to address the needs identified by the Director of Urban Policy.

Establish 'Promise Neighborhoods' for Areas of Concentrated Poverty: Successful strategies to address concentrated, intergenerational poverty are comprehensive in nature and address the full range of obstacles that stand in the way of poor children. One highly-acclaimed model is the Harlem Children's Zone in New York City, which provides a full network of services to an entire neighborhood from birth to college.

Obama will create 20 Promise Neighborhoods in cities that have high levels of poverty and crime and low levels of student academic achievement. The Promise Neighborhoods will model the Harlem Children's Zone and seek to engage all resident children and their parents into an achievement program based on tangible goals, including college for every participating student, strong physical and mental health outcomes for children as well as retention of meaningful employment and parenting schools for parents. Promise Neighborhood sites will be selected by the federal government after review of applications from cities and their existing non-profit organizations and school districts. Cities and private entities will be required to pay 50 percent of the program costs.

ADDRESS RURAL POVERTY

Build Roads, Airports, and Infrastructure: Rural businesses and family farmers depend on good infrastructure to grow and prosper. Barack Obama supports adequate investment in water, sewer and other community "backbone" systems so that rural America will not be left behind. He also supports greater flight access between small city airports and regional hubs, greater federal investment in restoring deteriorating roads and bridges, modernization of locks and dams, and investment in intermodal transportation hubs to help spur business development.

Reinvest in Rural Technology Resources: Many rural communities lack high-speed Internet, which is a critical component to economic development. Barack Obama wants to ensure that technology is used effectively in our rural schools, businesses and hospitals to link them to resources across the nation and around the world. Cell phone companies and wireless Internet providers often invest in rural areas last. We need a comprehensive federal effort to boost investment in information infrastructure in rural America so that modern farmers have access to modern technologies, residents have access to telemedicine and distance learning for secondary education, and all communities have access to modern emergency communication services like 911 emergency services.

Encourage Investment in Rural America: Barack Obama believes that rural America has not only formed the backbone of the American economy and society in decades past, and more importantly will an increasingly vital role in the future as we address the challenges of energy independence and globalization. Obama will build on his record in the U.S. and Illinois State Senates to promote American-grown renewable biofuels and ensure that all of rural America benefits from these investments, not just corporate agri-business. As president, Obama will work to implement innovative public-private partnerships that have the potential to bring thousands of new jobs to rural America.

REBUILD NEW ORLEANS

Senator Obama not only led criticism of the Bush Administration's response to the Hurricane Katrina disaster, he also helped lead Congressional efforts to bring effective and prompt relief to the Gulf Coast. Obama worked with the Congressional Black Caucus to introduce the Hurricane Katrina Recovery Act of 2006, which provides comprehensive federal supports for the victims of Hurricane Katrina and the reconstruction of New Orleans.

Strengthen Accountability on Behalf of Katrina Victims: In wake of reports of no-bid construction contracts and administrative waste in the Katrina relief process, Barack Obama worked to create a Chief Financial Officer for federal spending on the Gulf Coast to ensure that money is spent appropriately and that all contracts were accessible to local businesses, including small and minority owned firms, through fair and open competition.

Expand and Streamline the Child Tax Credit: Barack Obama worked to make all working families that were victims of Hurricane Katrina eligible for an expanded and refundable Child Tax Credit.

Passed Legislation for "Special Needs" Disaster Planning: Prior to Hurricane Katrina, the federal government did not require localities to make specific plans for safeguarding Americans with special needs like the elderly, the poor and people with disabilities. Senator Obama championed legislation that was signed into law to require special needs planning for future disasters, whether they be man-made or natural.

The fact of the matter is Latasha Normans disappearance was ignored due to her race Now a white Internet porn star Zoey Zane gets national media coverage over her death, yet the same black woman ignored by the media in her disappearance is ignored again after foul play,. Two people, dead, one black one white , one gets no national coverage. a black woman who was smart and hardworking. While Zoey Zane was leading a double life as a porn star and gets coverage on every national news broadcast. Yes, it's a sad commentary on our media.

The Washington Post has reported on her disappearance for a week, and reported on her death through a basic AP report. As I noted in a previous post, Why is it that when a white college student disappear the white media will go across the globe looking for her. When a black college student disappears. The white media shuts it down. Bridget Johnson at Pajama Media notes "For every Chandra Levy, Laci Peterson, Elizabeth Smart or Natalee Holloway, there are dozens more victims whose cases go ignored by the media." She goes on to ask" if some lives - those of the cute, white, female, wealthy and preferably blond - are worth more than others." More

Iowa Heartland Presidential Forum is shaping up to be the largest gathering of likely Iowa caucus-goers leading up to Caucus day!

Over 5,000 every-day people will be there - many of whom haven't yet decided which candidate they will support. We'll share our real-life stories, concerns and hopes for the future with the candidates and ask how they intend to stand up for community values.

This is a team effort all the way - over two dozen community-based organizations with a combined membership of over 200,000 Iowans have come together to put on the show! So where are YOU gonna be on December 1st? More HERE

Forget about new Federal hate crimes legislation and enforcement. Forget about the lack of real Homeland Security. There is a bigger threat to America. PIMPS

Yes, pimps on the streets of America are dangerous to national security. Now the biggest pimps in America, (other than
Pulpit Pimps), Congress, wants to enact Federal Legislation to make pimping a federal crime. Watch out street and Pulpit Pimps!

Yes, as reported in the Washington Post, Congress is ready to make the life of a pimp just a liitle bit harder. You see there is a Bill in congress that would set FBI on Trail of Pimps. As reported in WaPo, Local vice police officers, who for decades have led the law-enforcement crackdown on prostitution, could soon have unwilling partners: FBI agents.


The Justice Department is fighting legislation that would expand federal law to cover prostitution cases, saying that the move would divert agents from human trafficking crimes. Although local police still would handle the vast majority of cases, Justice officials said the law's passage would force them to bring cases in federal courts as well.

AAPP: I guess Congress won't be passing any Federal legislation against the "johns," if they did, half of the men in the U.S. House and Senate would be going to Federal prison.


Prince Among Slaves: A Documentary Film Project

AAPP says: I remember reading the story of Abdul-Rahman as a teenager. It is coming to the screen with Mos Def serving as the Narrator. this will be a powerful film which speaks to the politics of slavery. It also capture the harsh realities of slavery and the faith of Africans who fought to be free.

In 1788 the slave ship Africa, set sail from West Africa and headed for America with its berth laden with a profitable but highly perishable cargo-hundreds of men, women and children bound in chains. Six months later the survivors were sold in Natchez, Mississippi. One of them, a 26-year-old man named Abdul-Rahman made a remarkable claim to the farmer who purchased him at the auction that he was an African prince and that his father would pay gold for his ransom. The offer was refused and Abdul-Rahman did not return to Africa for another 40 years. During his enslavement he toiled on the Foster plantation, married, and fathered nine children. His story also eventually made him the most famous African in America, attracting the support of powerful men such as President John Quincy Adams. After forty years of slavery, Abdul-Rahman finally reclaimed his freedom, but he defied the order to return immediately to Africa, and instead traveled throughout the northern states, speaking to huge audiences in a partially successful attempt to raise enough money to buy his children's freedom. Finally at the age of 67, and after raising funds to free two of his children, Abdul-Rahman returned to Africa, only to fall ill and die just as word of his arrival reached his former home of Futa Jalloo in present-day Guinea. Abdul-Rahman survived the harsh ordeals of slavery through his love of family and his deep faith as a Muslim. More HERE and HERE.

Do black voters really support Hillary Clinton?

Or is Barack Obama failing to speak to the issues that black Americans find important?



I guess I'm not the only black man not feeling Hillary Clinton right now. In a survey of 750 African Americans, sponsored by the AARP and conducted from October 5 to Nov. 2, Sen. Clinton was rated favorably by 83 percent of respondents, with 9.7 percent viewing her negatively. Sen. Obama received favorable ratings from 74.4 percent, with 10.1 percent viewing him negatively. But get this, the survey also showed a significant gender gap in Sen. Clinton's support among African Americans, with 86 percent of women giving her a favorable rating and seven percent unfavorable, compared to a 78 percent favorable and 15 percent unfavorable rating by men. Not a very high number but significant.

There is more, By a two-to-one margin in a recent poll black respondents said that "commitment to change" was a more important feature in a candidate than "experience in public office" – a view that could be seen as helpful to Sen. Obama's candidacy. But more respondents named Clinton over Obama as having the best position of the Democratic candidates on three key issues of concern – affordable health care (47.3 percent to 18.7 percent), strengthening Social Security (41 percent to 18.6 percent) and, by a narrower margin, on dealing with Iraq (35.4 percent to 22.1 percent). Check this out, in the same poll, When asked to name the single most important problem facing the country, the No. 1 answer was the war in Iraq, which was cited by 28 percent of respondents, followed by health care (20 percent), jobs and the economy (15 percent) and education (10 percent). None of the black voters polled identified taxes as the most important national problem; less than one percent named immigration and two percent said terrorism. Hello! Jessie Jackson was right when he wrote, "African Americans are brutalized by a system of criminal injustice. Young African Americans are more likely to be stopped, more likely to be searched if stopped, more likely to be arrested if searched, more likely to be charged if arrested, more likely to be sentenced to prison if charged, less likely to get early parole if imprisoned. Every study confirms that the discrimination is systemic and ruinous. And yet no candidate speaks to this central reality.

African Americans are more likely to go to overcrowded and underfunded schools, more likely to go without health care, more likely to drop out, less likely to find employment. Those who do work have less access to banks and are more likely to be ripped off by payday lenders, more likely to be stuck with high-interest auto and business loans, and far more likely to be steered to risky mortgages -- even when adjusting for income. And yet, no candidate speaks to this central reality."

My only problem with Jesse Jackson is that he endorsed Obama and has asked others to vote for him, without as Jesse even admits, him speaking to this central reality. Black voters concerns are now being covered by the media for a moment (see below), and no one knows how long that will last. Black bloggers have an opportunity to keep the pressure on the presidential candidates to answer questions. the afrospear has plans underway to do just that.

The Politics of Race and Gender

Race, gender come to forefront of presidential race - Fliers posted across campus summed up the thrust of their conversation: "Should you vote for Barack Obama because of your race, or should you vote for Hillary Clinton because you are a woman?"For some black women, U.S. Sen. Hillary Clinton (D-N.Y.) embodies a strong leader who, if elected, could open doors for all women, black and white. They admire her intellect and political acumen. In some ways, they identify with Clinton because they see gender as more of a hindrance than race. For others, U.S. Sen. Barack Obama (D-Ill.) represents the ideal candidate. They like his intelligence and willingness to work across racial and party lines. They also identify with his wife, Michelle, an African-American woman from Chicago's South Side. They believe the presence of the Obamas in the White House would help shatter racial and gender stereotypes.Read More HERE


Every vote will count for Obama in the primaries. If anything, he needs his wife and Oprah on the HBCU campuses.

Oprah's a Winner. Can She Make Obama One Too? Washington Post - The news that Oprah will campaign for Barack Obama has been catnip for cable news.Is there anything more irresistible than the prospect of one of the world's most recognizable women campaigning for the opponent of another of the world's most recognizable women? Add into that mix the enhanced role of Bill Clinton as his wife's leading surrogate and the politico-celebrity meter can't get much higher. But there is a practical and potentially crucial political role for Oprah as she heads out on behalf of Obama. More than anything, Obama needs her help to improve his standing against Clinton among African American women voters -- especially in South Carolina, a state that could prove pivotal in the Democratic race if there is no decisive outcome from contests in Iowa and New Hampshire. As I stated previously, Obama needs Oprah on the HBCU campuses, Youtube and Myspace. That is were she can make her best effort to sway new black voters. Oprah has great street cred's with whites, however, I'm not sure that her Oprah show cred's will turn into votes for Obama in the those sleepy southern towns were Oprah is nothing but another black.

"African-American voters are really only looking at two candidates," said David Bositis, a senior analyst at the Joint Center for Political and Economic Studies, a think tank focused on African-American affairs that released the poll. "There is Hillary Clinton and there is Barack Obama. Really none of the other candidates exist in the realm that Clinton and Obama occupy." The New York senator was viewed favorably by 83 percent of black voters, compared to Obama's 74 percent. About 10 percent of those surveyed viewed Clinton and Obama negatively. The national survey, conducted between Oct. 5 and Nov. 2, asked 750 African-Americans who were likely to vote in primaries or attend caucuses about the presidential candidates and related issues. If Hillary Clinton is going to keep her support with black voters she is going to have to keep her husbands face in her campaign ads, and stop talking like she is black when she is around black folks. More slip ups like that and she could blow it. she will be eaten up on Youtube trying to talk black again.

As I noted previously, I'm not sure that black voters support Hillary. They really support Bill Clinton and see Hillary as a two-for. They get two for the price of one vote. the question black folks must ask, is what are we really getting? What are the plans of Hillary to address our concerns? Let's face it Hillary screwed up voting for the Iraq war and she seems to have no plans for health care. the last time worked on a health care plan - well, we all know what happened.

Winfrey could help Obama draw women voters from Clinton CNN - In a move that may lead voters, particularly women, to take a second look at Obama, the talk show host will join the Democratic presidential candidate on the campaign trail December 8 and 9, Obama's campaign announced. Winfrey will join Obama during campaign stops in early-voting states Iowa, New Hampshire and South Carolina, the campaign said. More HERE


Only time will tell if Oprah can provide that added boost Obama needs with black female voters. My sense is, it will not be Oprah that needs to really speak to black women, it will be the candidate Obama who will need to speak to black women and the needs of the black family. Anything less, and it will be, unfortunately, see you in 8 years Obama.

PS: Let's not count out John Edwards, at least not YET.
