Rangel, Obama and Harlem

Congressman Charlie Rangel pissed off in wake of cop shooting says:

"Make certain he (Obama) doesn't run around in East Harlem unidentified."

Rangel added that there's "no question that being [a person] of color puts you in jeopardy in communities like Harlem and East Harlem.

Was Rngel wrong to say it? What do you think?
